Free cattle given to temple priests

Minister for Municipal Administration, Rural Development, Prisons, Law and Justice K.P. Munusamy gave away milch cow along with calf to the priests of 13 temples, where one-time pooja was performed here.

At a function held at the Venkatramanaswamy Temple in Kanavaipatti near Krishnagiri on Saturday, the Minister said that the scheme was conceived by the Chief Minister to improve the livelihood of the priests who were performing one-time pooja in the temples. The Minister also gave away Rs. 6 six lakh for renovation of 12 temples including six temples in Adi Dravidar Colonies. Collector T.P. Rajesh presided over the function.

The Potential Linked Credit Plan of Nabard projects a 15 per cent increase for the financial year 2014-15 than the current fiscal, says a release.




Potential
The plan envisages a credit potential of Rs. 3,092.03 crore for the banks during the year next financial year.
The plan document will form the basis for allocation of credit targets for various banks in the district in the Annual Credit Plan 2014-15 to be prepared by the Lead Bank. Releasing the plan at a bankers’ meeting here, T.P. Rajesh, District Collector asked bankers to support the requirements of farmers and entrepreneurs based on their credit potential.
Agriculture
Of the total credit projection, Rs. 2,029.65 crore has been earmarked for investment under agriculture and allied activities (including crop loan of Rs. 1,018.70 crore), Rs. 443.38 crore for MSME sector, and Rs. 619 crore for other priority sectors.
Mr. G. Chidambaranathan, Assistant General Manager, Nabard, said that the Union Government and Nabard would focus on creating storage facilities for agriculture produce, such as scientific warehouses, godowns, silos, and cold storage units both in the public and private sectors with a view to prevent post harvest losses.
The first copy of the plan document was received by T. Rudrappa, Manager, Lead District Bank in the presence of Mr. Chidambaranathan, and K. Manivel, Assistant General Manager, RBI.

Education scholarships worth Rs.15 lakh distributed to children of widows

Education scholarships to the tune of Rs.15 lakh were distributed this year by the Krishnagiri-based NGO, the Integrated Village Development Programme (IVDP) to 150 children of widows in Self Help Groups operating under it.
Speaking after distributing the scholarship cheques, Director and Magsaysay Awardee Kulandai Francis said here on Sunday that the scholarship scheme was started with an aim to help the widows to give good education to their wards.
The NGO had extended education scholarship to the tune of Rs. 53-lakh to 530 children of widows in Self Help Groups operating under its arm for higher education for the last four years, he added.
Out of the 530 students 135 students are pursuing Engineering courses and rest of them have taken up Arts and Science groups.
The precondition for offering scholarships to the students for the entire course is that they should pass in all subjects for continuity. The family background of the members would be scrutinised by the field staff of IVDP for selection.
Proper education
Mr. Francis advised the students to pursue their college education and not to divert their mind until they complete their course.
Education is the only tool to reform the society and to make people aware of social evils.
He also expressed his concern that many college students became criminal due to lack of proper education and counselling. They should be counselled properly, as it will help to groom good future citizens of the country, Mr. Francis added.
Participating as chief guest Pon Kumar, Chief Education Officer (SSA) said that ``perseverance, self confidence and sheer intelligence’’ are the mantras for success.
R. Natarajan, Principal, District Institute of Education and Training (DIET) also spoke. Earlier, short films on topics such as self-confidence and respecting elders were also screened.
There is no doubt that New Delhi’s new Chief Minister Arvind Kejriwal’s promise immediately after his sworn in ceremony on Saturday that ``corruption-free and a new style of governance without exhibition of arrogance of power’’ has created a big impact among people.
Praise for Kejriwal
His statement brings a big relief and a ray of hope for me, as I had been a victim of the arrogance of power, said. Mr.Fancis.
He said that words of Mr.Kejriwal had more meaning for people like him who were once the victim of arrogance of power.
He said he was also the victim of arrogance of power while working for the upliftment of the poor and downtrodden during 1979, the early days of formation of the NGO.
He had bitter experience with the bureaucracy while building check dams in backward area near Natrampalayam near Anchetty in Krishangiri district.
The funding agencies sanctioned funds for construction of check dams with a condition that the cement should be bought in the government controlled price and not in the open market.
Hence, he approached the authorities for cement permit, but several of his attempts went in vain, whereas influential people got the permit to buy cement under the controlled price after greasing the palms of the machinery.
While announcing the awardees in July 2012, the Philippines based Ramon Magsaysay Award Foundation said that Mr. Kulandei Francis was recognised for “his visionary zeal, his profound faith in community energies, and his sustained programmes in pursuing the holistic economic empowerment of thousands of women and their families in rural India.” The IVDP founded two decades ago has 9000 self-help groups in Krishnagiri, Dharmapuri and Vellore districts.
The NGO’s transactions through the SHGs have crossed Rs. 5000-crore this year, Mr. Francis said.

Micro-finance fraud: 65 Narikurava women lodge complaint

Each one of them paid Rs. 1500 as processing fees

Over 50 women from Narikurava community living in the footsteps of the Vallimalai near Kallavi in Krishnagiri district lodged a complaint on Monday with the District Collector T.P. Rajesh and also the Superintendent of Police S.R. Senthil Kumar that they were defrauded by an Andhra-based micro finance company.

In a petition submitted to the authorities, the Narikuravas said that they had avail themselves of a loan of Rs. 15,000 from the micro finance company after paying a processing fee of Rs. 1500 on September 24, 2010 and settled the loan amount on December 23, 2011 along with interest.

They alleged that after the prompt repayment of loan, some representatives of the same company approached and promised to give Rs. 20,000 as loan for 65 women members of our community within a week.

Believing their words, each one of them paid Rs. 1500 as processing fees on December 23, 2011. They also took signatures and thumb impressions on blank promissory notes and never returned to the village.The women never availed the second round of loan from the micro finance company.

But, all of a sudden, Harinath Reddy, said to be a Divisional Manager of the micro finance company filed a case against them at the Uthangarai Judicial Magistrate Court using documents signed by them. The company officials also informed the court that they had already served legal notice to the women during April 2013. But the women said that they had not received any such notice.

The women came with their babies and submitted petitions to the authorities as well as to the media.

Sexual harassment charge against HM

A woman teacher at a government school here has lodged with the District Collector and the police, a complaint of sexual harassment against the Headmaster of the school.

Collector T.P. Rajesh has ordered an inquiry by the Revenue Divisional Officer and directed the Chief Educational Officer also to inquire and submit a report.

In her complaint, the B.T. Assistant in Science at the Government Higher Secondary School in Sindhagampalli near Bargur in Krishnagiri district alleged that Headmaster G.N. Moorthy (56), who had won the State Government’s best teacher award last year, had sexually harassed and hit her with footwear for not opening a bank account for SC/ST students.

The Headmaster said that the teacher had lodged a false complaint to protect herself from the disciplinary proceedings by the Education Department.

Mr. Moorthy also alleged that the teacher was a habitual late comer to school and that she brought her children to the school and asked the students to take care of them. A salary attachment order was also received from a financial institution for default of a car loan obtained by the teacher, he alleged.

Revenue Divisional Officer V. Latha and Chief Educational Officer M. Ramasamy confirmed that the Collector ordered a probe. Mr. Ramasamy said he was directed to submit the inquiry report within three days.

G. Rajendran, Deputy Superintendent of Police, said the teacher lodged a complaint against the Headmaster at Kandikuppam police station on Friday night. The complaint was received and a Community Service Register receipt was given to her in acknowledgment.

The headmaster visited the station on Saturday and gave a written explanation on the allegations against him.
Superintendent of Police S.R. Senthilkumar told The Hindu that an inquiry was on into the allegations made by the teacher and the headmaster.

A case would be registered against him if prima facie the charges against him were found to be true.

‘State’s rights over River South Pennar should be safeguarded’

The Dravida Munnetra Kazhagam (DMK) has condemned the alleged illegal pumping of water from River South Pennar to Malur taluk in Kolar district by the Karnataka Government.

As many as 500 DMK cadre, led by T. Senguttuvan, district secretary and Member of Legislative Assembly representing Veppanahalli constituency, staged a demonstration to protect the livelihood of farmers in Krishnagiri on Wednesday.

Mr. Senguttuvan alleged that the Karnataka government had launched a scheme to pump water from South Pennar with a view to fill up 130 lakes in Kolar district for irrigation. If the project takes off in full swing, five districts including Krishnagiri, Dharmapuri, Tiruvannamalai, Cuddalore and Villupuram would be affected. The protesters demanded that the government intervene in the issue and save the interest of the farmers in the five districts.

Mr. Senguttuvan said that the Karnataka government had violated the two agreements signed between the States during 1892 and 1933 which stated that without the consent of Tamil Nadu no new water scheme would be implemented.

As per the agreement, four dams — Barur, Kodiyalam, KRP and Kelevarapalli — were constructed. After that check dams were also built by the government at Aliyalam, Subagiri, Ennakkopudur and Eachambadi.

The River South Pennar was the main source for irrigating over 25,000 acres in Krishnagiri district. E.G. Sugavanam, youth wing deputy secretary, B.V. Venkatasamy, former MLA, among others participated.

Fire in Paint Shop

A paint shop here was partially damaged in a fire that broke out early on Thursday.

Fire and Rescue personnel extinguished the fire after nearly an hour. People saw smoke billowing out from shop at around 4.30 a.m. and informed the police and the Fire and Rescue Department.

The shop is functioning from a two-storeyed building owned by Krubakaran, a businessman, on the Old Bengaluru Road.

The shop had stocks of chemicals and paints.The fire was controlled before it spread to the first floor and the nearby cement godown.

Krishnagiri town police have registered a case and are investigating.

Six injured in Mariamman temple group clash in Avadanapatti

Six persons including three priests of a Mariamman temple in Avadanapatti near Krishnagiri were injured in a clash between two groups of a community over conducting pooja at the temple on Tuesday evening. The police took into custody 12 persons in this connection.

Deputy Superintendent of Police M. Santhanapandian said that a group of people had gone to the temple to offer ragi koozh and insisted that persons from their group should be allowed to do the pooja.

As this was opposed by the other group, a clash erupted between them. In the melee, three priests and three persons from the other group sustained injuries. They were rushed to the Government Headquarters Hospital and the Government Hospital in Kaveripattinam. The police arrested six persons each from both the groups.

The police personnel have been posted in and around the temple to avoid further clash. The Avadanapatti police registered a case and are investigating.

‘Small industries face investment constraints’

A workshop on efficient resource management strategies for food processing industries was held in Krishnagiri recently.

The workshop was organised jointly by the Krishmaa Cluster Development Society and the Confederation of Indian Industry (CII).

Over fifty members, mostly from food processing and allied industries in and around Krishnagiri participated in the workshop. Collector T.P. Rajesh inaugurated the workshop in the presence of Lead District Bank Manager D. Krishnadoss.

V.N. Shiju, Managing Director, Cape Inde Value Chain gave a presentation on ‘Managing our business without expensive ERPs’.

During his presentation, Mr. Shiju said that small businesses have constraints on the amount that they can invest on sophisticated and expensive IT infrastructure like enterprise resource planning (ERP) and customer relationship management (CRM).

Also in the current scenario, it is difficult to evaluate and implement the right IT solution for a company.
This session would educate participants on the essential analyses and reports that can be done on a day-to-day basis through simple calculations.

He also introduced the participants to some simple Excel-based tools.

“A love affair is the reason for denial of work to Dalits”

Over 300 Dalit families of Deveerahalli Village, of
Kudimenahalli Panchayat, in Krishnagiri district allege that they are being denied work by intermediate castes of the village and of six other nearby villages. The reason behind this, they say, is that a Dalit youth in their area had fallen in love with a girl of an intermediate caste from Sathinayakkanpatti under Damodarahalli Panchayat.

The girl is back with her parents after the youth’s parents wanted her to go back, as they feared the type of mob fury which was unleashed on three colonies in nearby Dharmapuri district, over a similar issue in November last year. But, the boycott of the Dalits of the Krishnagiri village continues though the affair had come to light in December and the girl had gone back to her home.

Intermediate castes have banned Dalits from working on their agriculture fields, brick kilns and other income-earning activities since then. The decision to bar them from such forms of employment was allegedly taken by a ‘khap panchayat’ — a council of older persons who issue decrees to their community members on matters such as marriage — consisting of the leaders of seven villages, in and around Sathinayakkanpatti and Deevarahalli, on December 24 last year, alleged A. Manikandan, district convener of Naam Tamizhar Katchi.

Many Dalits, who have also taken up the lands of intermediate caste on lease, for cultivation of crops, lost lakhs of rupees due to the economic boycott. They were not allowed to step into the farm lands. M. Kumar (37), who is District president of HIV Positive Network, said, “After the incident in December, the neighbouring landowner refused to give water for irrigating my ragi crop, cultivated on half an acre. I was forced to buy water from another village and bring it by tractors to save my crop’’. S. Salamma (45) of Deveerapalli village says she has two young sons to take care of. As her husband, a daily wage earner, has been rendered jobless because of the boycott, the family is totally dependent on the earnings from the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) works and the free rice distributed through the public distribution system.

M. Chitra (30), mother of two male children, said, “There is no discrimination at the MGNREGS worksite, but the intermediate castes stopped speaking to us after the order of the khap panchayat”.

The decision taken at the khap panchayat allegedly ordered that Dalits should not be employed under the MGNREGS also. But, it was rejected by the village panchayat president K. Murugesan. Himself a member of an intermediate caste, he told the village leaders that he could not indulge in discrimination as the head of a local body. The parents of the youth and the girl could not be contacted for their comments. 

X. Irudayaraj, District Secretary, Tamil Nadu Untouchability Eradication Front, and G. Sekar, District Secretary, Communist Party of India (Marxist), added the police and revenue authorities should take action against those indulging in the boycott of Dalits, which denied them livelihood.

Stating that his inquiry found a boycott of the Dalits, Deputy Superintendent of Police, Bargur, G. Gajendran said, on Saturday, that he would conduct a meeting between the Dalits and caste-Hindus. As for the love affair, Mr. Gajendran said that even before a formal complaint was lodged by the girl’s family, a police team visited the village and took all possible measures to prevent any untoward incident, and the girl returned to her parents.

12 hurt as bus falls into gorge

A private bus rolled down a 100-feet-deep gorge while negotiating a sharp curve on a hill road near Veppanahalli in Krishnagiri district on Thursday.
The bus was on its way to Krishnagiri from Berigai. Police sources said that 12 people were injured in the accident. They were taken to the Government Headquarters Hospital in Krishnagiri.

Villagers blocked traffic on the Hosur-Krishnagiri National Highway after a man was killed in a hit-and-run accident near Samalpallam village on Wednesday night.

People pelted stones on an ambulance, a government bus, a police vehicle and some private vehicles, damaging window panes. About ten passengers in the bus received minor injuries.

Three Deputy Superintendents of Police and a Tahsildar held talks with the agitators, who demanded that a flyover be constructed in the area, which they claimed was accident-prone. They lifted the blockade after an hour and a half.

Police took the body of the deceased, Govindaraj of Mallasandiram village, to the Government Taluk Hospital in Hosur for post mortem examination. Shoolagiri police have arrested ten persons in connection with the stone-pelting and road blockade.

Sand smugglers’ bid to kill four officials

A gang of sand smugglers made an attempt to kill a revenue inspector and three village assistants by running them over with a tractor near Shoolagiri in Krishnagiri district in the early hours of Wednesday.

The police have registered a case of attempt to murder against eight persons, including a functionary of the Pattali Makkal Katchi. Three persons have been arrested, while the others, including the PMK functionary, fled the spot.

In a complaint lodged with the Shoolagiri Police, the revenue inspector, P. Ramamurthy, said that the gang tried to run them over with the tractor when they tried to prevent illegal mining of sand from Kuralthotti Lake in Sembarasalli panchayat.

On a tip-off, the officials rushed to the spot on three motorcycles. As they neared the lake, the gang escaped with sand in two tractors.

They spotted one of the tractors on an agriculture field and immediately informed the Shoolagiri police station. Mr. Ramamurthy alleged that before the arrival of the police, the gang led by the PMK functionary rushed towards him and used abusive language. One of the gang members punched the RI in the face. Immediately, the sand was unloaded and the tractor driven towards the officials. He and the others managed to escape from coming under the tractor, Mr. Ramamurthy said.

The arrested were remanded in judicial custody. Later, over 200 members of the Tamil Nadu Revenue Officials Association staged a demonstration near the Collectorate demanding that the administration invoke Goondas Act against the attackers.

1,300 chairs donated to women’s college

The Integrated Village Development Project (IVDP), a Non-Governmental Organisation, donated 1,300 chairs to the Government Arts College for Women in Krishnagiri on Thursday.

It may be noted that when Magsaysay Award winner Kulandei Francis, who is director, IVDP, participated in a function at the college last year, he promised to donate the chairs as the students used to sit on the floors.

After donating the chairs, Mr. Francis said that he would help the college modernise the toilets in the next financial year.

25,000 litres of adulterated furnace oil seized



Special teams of police headed by Superintendent of Police S.R. Senthil Kumar and three Inspectors (Kaveripattinam, Hosur Town, and Pochampalli) busted three illegal units that were indulged in manufacturing adulterated furnace oil in and around Krishnagiri, Hosur, and Bagalur on Thursday night.

Mr. Senthil Kumar told The Hindu that the accused used to steal furnace oil from oil tankers and mix it with washing soda and tar and sold in the market in the name of furnace oil in the market for a hefty price.

The oil was stored in barrels and in underground tanks
The accused were involving in the illegal business for the last six months in collusion with tanker lorry drivers and agents operating in different parts of the district.

Nearly 25,000 litres of adulterated furnace oil filled in barrels and stored in underground tankers were seized by the special team.

Three vehicles including a car, a jeep, and a mini lorry were seized from the accused. The arrested were: B. Baba (20) of Athimugam, near Shoolagiri; A. Stalin (24); A. Suresh (27); S. Pandu (24); V. Devasagayam (36); E. Suresh (19); all from Tiruchendur in Tuticorin district and P. Anbu (35) and M. Sanmurthy (63) in Anginayanapalli in Kundialnatham village in Krishangiri district.

Bargur police have registered a case under section 5 (3) of Furnace Oil Fixation of Selling Price and Distribution Order, 1974 read with sections 285 (negligent conduct with respect to fire), 379 (theft) and 420 (cheating) of Indian Penal Code and Section 7 (i) (a) of Essential Commodities Act, 1955.

Those arrested were produced before the Judicial Magistrate I, M. Vijaykumar. They have been remanded in judicial custody.

Issue of fishing rights in KRP Dam settled

The issue of fishing rights in the Krishnagiri Reservoir Project Dam was settled at a peace meeting in Krishnagiri on Thursday.
As many as 17 fishermen participated in the meeting

P. Manoharan, Revenue Divisional Officer, convened a meeting between tenderers and local fishermen in the presence of officials from Fisheries and Police departments.

As many as 17 local fishermen from Pethathalapalli village on the Royakottai Road participated in the meeting.Though initially, the fishermen were adamant in their demand for higher price for their catch, they accepted to supply Rs. 16 a kg for

gelabi, and Rs. 26.65 for cutla, rogue and mirgal varieties of fish to the original bidder.

It was also decided to allow 30 sets (60 fishermen) from Pethathalapalli village and another 20 sets (40 fishermen) from the surrounding villages such as Thirunchipatti, Guddur, Iyarkottai, Thinna Kazhani, Kengaleri, Boothipatti, which are situated around the dam to catch fish.

The representatives of the fishermen from the rest of the villagers were called for a peace meeting on March 4 at the RDO office in

Krishnagiri. The meeting was also attended by the Inspectors C. Subramaniam, K. Rathinam of fisheries department, Deputy Superintendent of Police, M. Santhanapandian, Taluk Police Inspector A. Sathish Kumar. Police picketing was posted before the RDO office in view of the peace meeting.

Judicial custody of Thally MLA extended

Thally MLA T. Ramachandran, his father-in-law Laghumiah and his brother T. Varadarajan and 21 others who were arrested in connection with the murder of a PDK functionary T. Palani alias Palanisamy last year were produced before the Principal District and Sessions Judge C. Chinnappan here on Thursday.

The judge extended the judicial custody of Ramachandran and others till March 27. Seventeen accused including Ramachandran were brought from the Salem Central Prison amid tight security by the police.
They were later taken back to Salem Central Prison.

Meanwhile, bail petitions moved by Ramachandran and others would be heard on March 4 in the Principal District and Sessions Court in Krishnagiri.

Bus conductor falls from bus, dies

A State Transport Corporation bus conductor Natarajan (52) of Ambalur village, near Vaniyambadi in Vellore district, was killed when he fell from the footboard of a town bus plying between Krishnagiri and Mathur on Wednesday. The incident took place when the bus was on its way to Mathur near Chinnapanagamutlu on the Krishnagiri-Pudhucherry National Highway.

It was said that Natarajan was hanging on the footboard cautioning others to get into the bus.

He sustained head injuries and was brought to the Government Headquarter’s Hospital in Krishnagiri and was later referred to Government Medical College Hospital in Dharmapuri.

Kandikuppam police have registered a case and are investigating.

Additional fund allotted for second phase of scheme

A convergence committee meeting and a one-day workshop for the field staff of the Pudhu Vazhvu scheme to eradicate poverty in rural households was held in Krishnagiri on Monday. The workshop was inaugurated by Collector T.P. Rajesh.

Inaugurating the programme, Mr. Rajesh said that the schem was being executed in 70 panchayat unions in 16 districts in the State with World Bank assistance of Rs. 717 crore with the aim of improving livelihood activities of the poorest of the poor, differently abled, destitute widows and orphaned women.

On the successful implementation of the programme, the government had allotted additional fund of Rs. 950 crore in the second phase.

The scheme is being implemented in 178 village panchayats in Mathur, Uthangarai, Shoolagiri, Kelamangalam and Thalli panchayat unions.

This programme was being implemented through participation of community and stakeholders only. 

The village committees were formed to identify beneficiaries under the scheme. They will also decide their needs and requirement for the uplift of the poor within their panchayts. All training programmes will be need-based and area-specific to suit people in a particular panchayat. Such measures will bring more benefits to the people, he added.

Training on skill development to rural poor youth will be the main agenda of the programme. 

Beneficiaries will be trained by experts in private institutions. Driving of light and heavy vehicles and earthmoving equipment will also be taught to youth and computer and self-employment training to women. Funds will also be given for formation of SHGs, comprising differently-abled, for setting up of small and tiny industries, he stated.

Officials from Revenue, Rural Development, Social Welfare, Adi Dravidar Welfare, District Industries Centre, Agriculture, and Animal Husbandry explained various welfare schemes, subsidies and how to apply for the schemes at the workshop.

Association seeks apology from Uthangarai union chairman

A Block Development Officer attached to the Uthangarai Panchayat Union in Krishnagiri district was allegedly abused by union chairman V. Krishnan in the presence of the Uthangarai MLA Manoranjitham Nagaraj on Tuesday.

A meeting was convened to thank Chief Minister Jayalalithaa for her efforts to get the final award of the Cauvery Water Tribunal in the government Gazette, but ended up in abusing an official.

Angered over this, officials and employees of the office of the BDO staged a demonstration demanding an unconditional apology from the chairman.

Presiding over the demonstration, V. Raja, district president of Tamil Nadu Rural Development Officials Association, said being an elected representative for the union, comprising over 30 village panchayats, he should have shown minimum courtesy in treating the officials with respect.

His dictatorial attitude towards the officials and employees of the panchayat union had left them in the lurch. Many a time he was threatening them to break the rules, Mr. Raja said.

Later, the district-level office-bearers met Collector T.P. Rajesh and submitted a memorandum demanding action against the union chairman.

73 DMK cadre arrested for burning Tamil bi-weekly

As many as 73 DMK cadre, including Veppahanalli MLA and DMK district secretary T. Senguttuvan, were arrested in Krishnagiri and Hosur on Monday for burning the copies of a Tamil bi-weekly that published a report on DMK president M. Karunanidhi.

In Krishnagiri, as many as 38 DMK cadre were arrested near the five-road junction. The agitation was led by Mr. Senguttuvan and other district-level leaders.

In Hosur, 35 cadre of the party were arrested for burning the copies of the bi-weekly in front of Anna Statue near Taluk Office.

The agitation was led by V. Vijaykumar, town secretary of DMK and N.S. Madeshwaran, former chairman, Hosur Municipality. All the arrested were kept in private marriage halls and released in the evening.

DMK president M. Karunanidhi on Saturday said in a meeting that he would consult legal experts before chalking out the course of action against the bi-weekly that published a ‘controversial’ report about him.

Fund released for local bodies in Krishnagiri district

The State Government has released a grant of Rs. 7.95 crore to the local bodies in the district during August, said a release from District Collector T.P. Rajesh here recently.

The release said that the grants were Rs. 2,62,54,428 for 10 panchayat unions and Rs. 5,33,04,444 for 333 village panchyats for the first and second quarter for the year 2012-2013 under the Pooled Revenue Subsidy scheme.

Arrears
The village panchayats should spend the amount for disbursing salary and arrears to the employees, remit library tax, pay premium for group insurance for panchayat employees and improve basic amenities.

Village panchayats and panchayat unions were asked to give priority to create drinking water facilities in their jurisdiction.

Declare Krishnagiri District as drought-hit agri zone :Farmers

Tamil Nadu Vivavasyigal Sangam affiliated to the Communist Party of India (Marxist) on Monday staged demonstrations in the district demanding that the Government declare Krishnagiri as drought-hit. The demonstrations were held in Krishnagiri, Uthangarai, Pochampalli, and Denkanikottai.

Those who spoke said that because of the failure of monsoon, the groundwater level has depleted considerably. Inadequate power supply too had affected the farmers, they said.
 
They said adequate compensation should be provided for withered coconut and mango trees, crop loans obtained from cooperative institutions should be waived, supply of essential commodities through PDS shops should be ensured, power connection should be given immediately for those in the agriculture sector, prompt action should be taken against corrupt officials, remunerative prices for agriculture produce should be announced, and permanent marketing facilities for agriculture produce should be established.

Chief Minister Jayalalithaa is implementing all her election promises over the past twenty months to reduce the gap between the rich and poor in the State, said K.P. Munusamy, Minister for Municipal Administration and Rural Development here on Saturday.

He was distributing home appliances costing Rs. 1.98 crore to 3,969 beneficiaries hailing from 13 villages in Thally and Veppanahalli constituencies.

The government was allotting Rs. 4,900 crore for distribution of free home appliances to ration card holders. A sum of Rs. 3,250 crore had been spent for distribution of home appliances over the last two years.

The home appliances were being distributed to the beneficiaries without any political intervention in accordance with the instructions of the Chief Minister, hence, the appliances had reached eligible card holders.

Besides this, the government was also allocating Rs. 1,080 crore per year for construction of green houses for poor people, each at a cost of Rs. 1.80 lakh with provision for solar energy.

The Government was spending Rs. 13,750 for laptops and Rs. 6,000 for three years as incentive for improving educational standards of the students in the State.

Hence, it is for the students to study well and take the district and especially the educationally backward areas such as Thally and Denkanikottai forward. They should strive hard to pursue higher education.

The opportunities for pursuing higher studies were being provided by the government by establishing an engineering college, polytechnics and arts colleges.

Students should make use of these facilities and come up in life, he said.

Girl falls to death in school septic tank

Four-year-old LKG girl V. Malathi had a gory end dro­wning in her school septic tank that had been carelessly left uncovered at Utha­ng­a­rai, about 75 km from here,

According to the police, Malathi was returning to her class after visiting the toilet when she slipped and fell into the open septic tank in Christ Matric­ula­ti­on Sc­h­o­ol. Her teacher found her missing for a lo­ng time and alerted the others, following which a sear­ch was laun­ch­ed. It was th­en that Mala­t­hi’s brother Pra­veen, a UKG student, told the staff that he saw her fall into the septic tank. Teac­hers and others ran to the tank and found the girl in it, but their attempts to rescue her fai­led, police said.

The death of the child due to such criminal negligence on the part of the school management, which appears to be flourishing since inception in 1991, has angered the parents and the public. The tragedy has jolted the government as well. In Chennai, school education secretary Ms D Sabitha told DC that she had sought a detailed report on the incident from the district chief education officer. “This is tragic, very sad. We have sent several circulars to all the schools detailing guidelines for the safety and security of the students, yet such mishaps are happening”, she said. 

Teachers said the school called fire service and informed the police after the girl was found. Firemen recovered the dead body of Malathi from the septic tank. Krishnagiri district revenue officer C Pragasam visited the school and after conducing enquiry, held the school authorities guilty of dangerous negligence in le­av­ing the septic tank op­en. The school has about 1100 students up to 12th class.  

Based on the DRO’s preliminary findings, police arrested school’s correspondent Stephen Das, his sister and principal Mercy and her husband K.Prabaka­r­an, the administrative officer. School warden R. Ram­esh was also arrested. All the four were produced before Uthangarai magistrate who remanded them to 15 days custody, police said.

Clash at bull race in Kattinayanapalli.

Police have registered cases against seven persons in connection with a clash that erupted during a bull race held at Kattinayanapalli and Boganapalli near Krishnagiri on Wednesday.

Police have registered a case under the 294 C (singing obscene songs), 323 (voluntary hurt), 324 (attack with weapons) read with SC, ST (Prevention of Atrocities) 3(1) 3(X) Act against V. Kamaraj (31) and M. Silambarasan for beating M. Chinnathambi (21) of Boganapalli village near Krishnagiri during the bull race in Kattinayanapalli.

Chinnathambi, sustained head injuries and was admitted at the Government Headquarters Hospital in Krishnagiri.

In retaliation, five youths entered Boganapalli on Wednesday night and attacked B. Rajeshkumar (35). He was admitted to the Krishnagiri GH for treatment.

Police registered a case under section 307 (attempt to murder) of IPC and arrested A. Anbarasu (24) and R. Sakthivel (24). .

Police have registered cases against 15 persons for conducting bull race without obtaining permission from the authorities in Basthalapalli and Thirumalaigoundanur villages.

Girl beaten to death by her father

G. Priya (16), Plus One student of Government Girls’ Higher Secondary School in Krishnagiri, was allegedly beaten to death by her father, Govindaraj (35), on Tuesday.

According to police, the girl’s body was found hanging in her house in Eppalam area near Shoolagiri on Tuesday. During inquiry, the girl’s father Govindaraj confessed to the police that he had beaten her to death on Tuesday.

Later, he hanged her from a rope to make it look like a case of suicide.

Case registered

Sources said that the girl wanted to visit her grandparents for Pongal festival, which was declined by Govindaraj. In a fit of rage, he had hit Priya, in which she collapsed and died.

Police recovered the body and sent it to Government Taluk Hospital in Hosur for post Morten.

Shoolagiri police have registered a case.

Judicial custody

Govindaraj was arrested and remanded in judicial custody , sources said.

People gathered tourist spots for Kaanum Pongal

Large number of people from different parts of Krishnagiri and Dharmapuri districts thronged tourist spots like Hogenakkal, Avadanapatti Lake and KRP dam to celebrate ‘Kaanum pongal’ on Wednesday.

The Tamil Nadu State Transport Corporation operated special buses to Hogenakkal from Dharmapuri, Krishnagiri, Hosur and other important points. The police had stepped up elaborate security arrangements to prevent any untoward incident.

Meanwhile, the bull race was held in about 23 places in Krishnagiri district including Kaveripattinam, Kittampatti, Shoolagiri and other areas on Wednesday.

Meanwhile, ‘Kalai Pongal’ was organised by the Department of Tourism and Culture at the KRP Dam .

Collector T.P. Rajesh inaugurated the celebrations in the presence of District Revenue Officer C. Prakasam with religious fervour.

The programme started with Mangala Vaadiyam by the students of District Music School. Mr. Rajesh distributed sweet pongal to the tourists. As part of the celebrations Kavadiattam, Pambai, Silambattam, and Bharata Natyam were performed.

Students of Government Music School, peoples’ representatives participated in large numbers. Revenue Divisional Officer P. Manoharan, Krishnagiri Tahsildhar S. Maheshwaran among others participated.

BJP stages protest for brutal killings of two Indian soldiers at the borders

The Bharatiya Janata Party (BJP) condemned the recent brutal killings of two Indian soldiers at the borders by the Pakistan Army here on Wednesday. 

Over 150 members of the party staged a demonstration near the five-road junction in Krishnagiri, protesting against the killings, which it termed as barbaric. 

BJP leaders who spoke at the demonstrations urged the government to gather all evidences including the identity of Pakistani Army officials and groups responsible for the brutal act, and place them before the international community to expose Pakistan’s misdeeds. 

The attack was a warning to the nation in dealing with Pakistan, as it is important for the government to clearly define the red lines. The Indian government should be very firm and cautious in dealing with its hostile neighbour, they said. 

G. Balakrishnan, National Executive Committee Member, Munavar Begum, State vice president, BJP Mahila Wing, Mr. Narendran, State Vice President spoke at the demonstration. Mr. Kotteeswaran, district president presided.

Man trampled to death by a herd of wild elephants

A 64-year-old man was trampled to death by a herd of wild elephants inside the Denkanikottai Reserve Forests in Krishnagiri district on Monday.

According to forest officials, P. Periya Lakshmiah (64) was trampled to death by a herd of wild elephants when he was about to return with the cattle he had taken for grazing inside the Reserve Forests in Lakkasandiram village on Sunday evening.

When he did not return home, people launched a manhunt immediately. His body was found inside the Reserve Forests on Monday morning by villagers.

Immediately, the forest and police officials were informed.

The forest officials recovered the body and sent it to the Government Taluk Hospital in Hosur for post-mortem.

A. K. Ulaganathan, District Forest Officer told The-Hindu on Tuesday that in spite of warnings issued to the public not to allow aged people to take cattle for grazing inside the Reserve Forest, as over hundred animals have been wandering there for the past three months, the menace continues, making it the main cause for human deaths.

Few days ago, a man was trampled to death by a group of elephants. Due to this, a strong anti-depredation team, formed by the Forest Department, is touring the villages in the vicinity of the Reserve Forests, advising the people not to enter into the Reserve Forests for cattle-grazing, through public address systems.

In the mean time, a cheque of Rs. 25,000 was handed over to the next to the kin of the deceased, L. Thimmakka, daughter of Lakshmiah.

The balance amount of compensation would be distributed to the victim’s daughter after getting the approval of the Chief Minister.


Meanwhile, a group of 45 wild elephants came out of the forests in Royakottai Reserve Forests and were herded into the Sanamavu Reserve Forests on Monday by the forest officials, with the help of the local villagers and policemen.

The herd would be herded into the Udedurgam Reserve Forest on Tuesday night, Mr. Ulaganathan adds.

Despite orders, witness Jallikattu

Despite strict orders by the district collector and the police, with regard to conduct of bull race (jallikkattu), it was held in several places in Krishnagiri district in the name of bull race, sources said. 

Horns of bulls were sharpened and painted and also decorated with colour papers with bamboo sticks costs ranging from Rs. 1000 to Rs. 10,000 by the villagers to mark the ``Maattu Pongal’’ in different parts of the district. 

An official from the intelligence wing told The Hindu that despite strict orders issued by the District Collector and the Superintendent of Police regarding conduct of Bull Race(Jallikkattu), it was blatantly violated in many parts. 

Prelude to Pongal, a man was killed by a bull in the bull race conducted in Ittikkal Agaram village on December 25, 2012, a case had been registered under sections 289 of IPC read with section 7 of the Tamilnadu Regulation of Jallikkattu Act, 2009. 

To avoid these kinds of untoward incidents, the district collector issued a warning through a release recently.
In his release, T.P. Rajesh, Collector warns the public not to conduct Jallikkattu/Bull race without prior permission, if violated action would be initiated against the organizers under the Tamilnadu Regulation of Jallikkattu At, 2009. 

Bull race was held in Kittampatti, Ammaneri, Pethampatti, Avadhanapatti, Pothinayanapalli, Chinnamelpatti, Papparapatti, Anchetti and Thirumalaikanikottai and other areas in the district with or without prior permission. 

Sources said that bull race was organised in several places on Wednesday and Thursday across the district.

abandoned newborn Twins were found near a roadside bush nearHosur

Non-identical twins – male and female – were rescued near a roadside bush close to a petrol station in Perandapalli on the Hosur-Krishnagiri National Highways on Sunday.

The newborns were noticed by members of the public, who informed the 108 ambulance service of Emergency Management and Research Institute (EMRI).

Admitted

The two newborns were admitted to the Intensive Care Unit of the Government Hospital, Hosur. Their health condition has been reported to be normal.

Dr. M.K. Ponnuraj, Chief Medical Officer of the hospital told The Hindu that the girl weighed about 1.75 kg and the boy weighed about 2.23 kg.

Intensive care

Since the newborns were found near a roadside bush, it was advisable to keep them at the Intensive Care Unit for four or five days to ensure that they have not suffered any ill effects, it was pointed out.

The twins are likely to be shifted later to the Government Cradle Baby Home at Dharmapuri.

Parents

Police have been asked to identify the parents of the newborns, Dr. Ponnuraj said.

SIPCOT Police have registered a case and are investigating.

Drive against sound pollution caused by air horns in buses

Officials of the Regional Transport Offices in Krishnagiri and Hosur have intensified the checking of air horns in private and government-owned TNSTC buses that are causing sound pollution in the district, said P. Suresh, Regional Transport Officer.

He told The Hindu that the Motor Vehicle Inspectors attached to the respective RTO offices had been directed to check sound pollution which affects the public in the bus stand and other places where large numbers of vehicles are plying.

The surprise crackdown on violating vehicles is conducted at regular intervals at important points, following the directions of the Transport Commissioner along with the officials of the Tamil Nadu Pollution Control Board (TNPSC).

The air horns fitted in heavy and light vehicles should not produce sound above 91 decibels, said S. Dhanapal, Senior Scientist, TNPSC. The sound level of the air horns is measured by the authorities with the help of the hand-held ‘Sound Level Meter’.

Notices were issued to the violating vehicles and the list of violating vehicles would be sent to the District Collector for fixing the fine.

In case of other State vehicles, a spot fine of Rs. 1,000 would be collected from the driver of the vehicle.

If the violating vehicle belonged to other districts, the check reports would be sent to the Collectors concerned through the RTOs for fixing the fine, the officials said.

The cone-type air horns would be removed by the authorities besides damaging the horn lever near the steering of the buses. This would be done to prevent repetition of violation by the same vehicle.

RTO authorities said that as many as 346 buses and heavy vehicles were issued notices for violating sound pollution norms by using air horns. Of these, 90 are government vehicles under the jurisdiction of Krishnagiri and Hosur RTO offices. This year about 103 vehicles including 39 government vehicles were issued notices.

As part of the Road Safety Week conducted during the first week of January (1 to 7) several programmes including awareness rally on road safety, eye camps for lorry drivers, oratorical competitions for school and college students, and first aid camps through live demonstration to the Home Guards at the Krishnagiri RTO offices were held. As part of the Road Safety Week, twenty-one drivers from the TNSTC were given awards by District Collector T.P. Rajesh at the valedictory functions held at a private school in Krishnagiri on January 7.

The students participated in the oratorical competitions were also given prizes by the Collector, an official said.

Unauthorised roadside eateries warned

Eateries functioning in the district should obtain a proper licence from the authorities concerned as per the provisions of the Food Safety and Standards Act, a release from the Collector said.

The release issued here on Wednesday said that the Act came into effect throughout the country from August 5, 2011 after the Government repealed the Prevention of Food and Adulteration Act 1954 and seven other Acts that were in force. The new Act makes licensing and registration of food businesses mandatory. The District Designated Officer has been given powers to check food product standards, packaging, labelling and adulteration in restaurants, eateries, small hotels, bakeries, tea stalls and all small and cottage industries.

Unhygienic food

Mushrooming of unlicensed shops and roadside eateries near New Bus Stand, Old Bus Stand, Market Street and Londonpet, and selling chicken, meat and fast food items on Mahatma Gandhi Road in Krishnagiri and Hosur towns and others parts of the district have become a cause for concern as people throng these eateries and consume unhygienic food.

Though they offer taste, use of non-permitted colours, reuse of cooking oil, poor quality of drinking water, unclean plates and food items kept in the open and exposed to dust pose serious health hazard to the consumers. Such conditions remain unchecked.

It was also said that dead chicken from poultry units were used by a few shops and offered at low price in many eateries.

A few eateries mushroom in the evening and run till late night near drains where mosquitoes breed and spread diseases.

Contaminated water

These eateries procure contaminated tap water and serve this to their customers. Though doctors warn people to keep away from these tempting food items that cause serious problems, people continue to consume these foods.

The District Designated Office for the Tamil Nadu Food Safety and Drug Administration Department is functioning on PWD campus on the Old Bengaluru Road in Krishnagiri.

Roadside eateries, bakeries, milk vendors, provision stores, hotels, bakeries, roadside shops, canteens functioning inside the educational institutions should obtain the licence from the authorities. If violated, action would be initiated as per the Act.

If they functioned without licence a fine of up to Rs. 5 lakh would be imposed and for violation of the Act a fine of up to Rs. 2 lakh and imprisonment up to six months would be imposed, the release said.

32 elephants chased into forests near Krishnagiri

The elephant herd that was driven back to Udedurgam Reserve Forests
A herd of 32 wild elephants that entered a mango orchard near Kelamangalam were driven back to the Udedurgam Reserve Forests by the forest officials after a four-hour exercise, on Tuesday night.

Sources in the Forest Department told The Hindu that over a hundred elephants, in different groups, had entered into the forest from Bennarghatta RF via the Jawalagiri RF two months ago.

This despite elephant proof trenches being dug for a distance of about 89 km.

Damaged trenches

However, these trenches were breached by the farmers who wanted to take their cattle inside the forest for fodder. These damaged trenches helped the elephants enter into human habitations as well.

The elephants damaged crops like sugarcane, banana, ragi, paddy as well as vegetables in and around Denkanikottai, Royakottai, Uthanapalli, Kelamangalam and Anchetty.

When people saw the herd of 32 elephants wandering near Nilagiri village in Uthanapalli they informed the forest officials.

On instructions from the District Forest Officer A.K. Ulaganathan, a team of forest officials and employees headed by Assistant Conservator of Forests Mr. Soundararajan and Royakottai Ranger Vinobaji chased the herd into the Udedurgam Reserve Forests bursting crackers and using powerful search lights.

Police officials headed by the Assistant Superintendent of Police Vijaykumar prevented the locals from getting near the herd during the operations, sources said.

While crossing over to the Reserve Forests, the herd trampled to death a calf near Yupuram.

Before undertaking the elephant eviction drive, the forest officials warned the public not to venture out of their homes through the public address system, the sources added.

Distribution of Pongal gift pack launched

As many as 4.41 lakh ration card holders in the district will benefit from the Pongal gift consisting of one kg raw rice, sugar and Rs. 100 for buying other items to celebrate Pongal festival as announced by Chief Minister Jayalalithaa and was inaugurated at a shop near Kodanad in Nilgiris district on Wednesday.

T.P. Rajesh, District Collector, inaugurated the scheme at a PDS shop at Sapparam village in Kaveripattinam Panchayat Union in Krishnagiri district on Wednesday evening.

While distributing the gifts to the beneficiaries, Mr. Rajesh said that Rs. 4.40 crore cash was also to be distributed to all the beneficiaries before Pongal festival.

The Pongal gift pack would be distributed in all the working days even on Sunday.

The Collector appealed the people to cooperate with the administration for the smooth distribution of the gift pack. The inaugural function was attended by C. Prakasam, District Revenue Officer, K.E. Krishnamoorthy, Bargur MLA, K. Ashok Kumar, Chairman, District Panchayat, P. Mannoharan, Revenue Divisional Officer, and Anandakrishnan, District Supply Officer. Sundarajan, Deputy Registrar of Cooperative Societies (PDS), welcomed the gathering and Viswanathan, Secretary, Sapparam Primary Agriculture Cooperative Society, proposed a vote of thanks.

Youth gets life term proson for rape, murder of college girl

A youth who raped and murdered a college girl was awarded life imprisonment by a court in Krishnagiri on Monday. 

S. Govindan (23) of Pazhaiyur village near Chennappanaickanur in Krishnagiri district was also facing charges of rape and murder of a minor girl and attempt to kill a schoolteacher on different occasions, police sources said.

On December 28, 2011, Govindan attempted to murder a schoolteacher in Uthangarai. The victim raised an alarm drawing the attention of some passers-by who nabbed the youth and handed him over to the local police. Interrogation revealed that Govindan was involved in the rape and murder of a college girl at Uthangarai on January 21, 2011. 

The teenager who did not return home from college was found dead with a severe head injury and a post-mortem revealed that she was sexually assaulted. He was also accused in the rape and murder of an eight-year-old girl at Peelamedu in Coimbatore district, the sources said. 

After obtaining conditional bail, Govindan made an attempt on the life of the schoolteacher. He was then detained under the Goondas Act. In the case pertaining to the rape and murder of the college girl, the Additional Sessions Court in Krishnagiri sentenced the accused to life imprisonment. He was also slapped with a ten year Rigorous Imprisonment for rape and a penalty of Rs. 2,500. 

“The modus operandi of the accused was to immobilise his victim by causing a severe head injury. 

He would then rape them. Before escaping he would drop a big stone on the victim’s head to ensure death. 

In the first case he was released on bail because the charge sheet was not filed within the stipulated time. In the second case, he was given bail on the ground that the charge sheet was filed and investigation was over,” a senior police official added.

Over 1,000 wild animals rescued in 2012

As many as 1,238 wild animals that strayed into human habitations last year were safely left deep inside the reserve forests in Hosur Forest Division, said District Forest Officer A.K. Ulaganathan.

He told The Hindu that the animals were rescued either by the forest officials or by the villagers. The rescued animals include 277 pythons, 21 cobras, 32 rattle snakes, 26 russell vipers, 849 monkeys, 11 spotted deers, 12 wild boars, five pangolins and five peacocks. A spotted deer was rescued by the forest officials from a well in Seelapalli Village near Samathuvapuram on the Veppanahalli Road.

The animal was later left into the Thogarapalli Reserve Forests by the forest officials. Similarly, a peahen was rescued near Mathur in the district and left into the Veppanahalli Reserve Forests. Apart from this, five pangolins (ant-eaters) were rescued from various places in Krishnagiri Range. 

One of the pangolins was rescued by schools students near Bargur recently and they handed it over to the Forest Department. Meanwhile, a proposal has been sent to the government to dug up elephant proof trenches for 40 km around Udedurgam Reserve Forest during the current financial year in the Hosur Forest Division where large number of elephants enter into human habitations via Jawalagiri from Bannarghatta Wildlife Sanctuary.
